The England Under-21 international spent last season on loan with Derby County last season and was a vital performer under Lampard in the Championship.
The midfielder turned out 44 times for the Rams in all competitions, helping the club to the Championship playoff final against Aston Villa.
The youngster scored 11 goals from midfield, with his last coming in Derby’s semi-final playoff comeback win against Leeds United.
Mount looks set to be involved under Lampard again this season and will join the Blues first-team on their pre-season tour of Japan.
The 20-year-old’s new deal will see him remain at Stamford Bridge until 2024, and Mount could be one of a number of Chelsea youngsters who will receive a first-team chance next season due to the Blues’ two-window transfer ban.
